He was the home secretary credited with helping to create the permissive society in the 1960s with the legalisation of abortion and homosexual acts. He became an austere chancellor of the exchequer, blamed by some for Labour's general election defeat. He was the first British president of the European Commission and founding father of the SDP. And he also enjoyed an unexpectedly colourful private life.\n\nReporter Michael Cockerell's candid portrait reveals a more interesting and complex figure than is suggested by the public image.
